英国教育部（DfE）发布指南，说明学习者及家长如何访问个人学习记录（PLR）和唯一学习者编号（ULN），适用于英格兰、北爱尔兰和威尔士。PLR是由DfE持有的永久在线资格与成就记录，涵盖QCF、A levels、GCSEs、BTEC、文凭及Functional Skills等普通与职业资格。查看副本可先联系学习机构，邮件提供最多需1个月；若机构无法协助，可下载并填写请求表，附身份证明电邮提交。PLR仅记录英格兰2012年起（威尔士2014年、北爱尔兰2015年起）获得的资格，且仅显示Ofqual监管的资格，DfE未资助的资格可能不显示。信息有误可报告问题；DfE不负责调查PLR中缺失的资格。在册或与培训机构、学校、学院关联者，可请其通过LRS组织门户代为提出数据质疑；否则联系LRS服务台0345 602 2589。ULN为10位数字，多数14岁及以上学习者拥有，与PLR配合作为学习成就证明；14至19岁可向学校、学院或学习机构索取ULN参考号，自2013年3月起颁证机构在证书上打印ULN参考号。
